Federal IT trends often preview what everyone else will face—because the scale is massive, the legacy footprint is real, and the modernization stakes are high. That’s why the EY Government 2025 Federal Trends Report is worth attention even if you never plan to bid on a federal contract.
The headline: legacy is now an efficiency + security problem
The report notes that federal IT decision-makers say legacy systems:
- hold back modernization (64%)
- pose a security risk (68%)
- negatively impact efficiency (69%)
And modernization is a stated priority:
- 63% say modernizing IT systems is a priority this fiscal year
- 56% say it’s a priority by 2030
The hard part isn’t the technology
The biggest blockers are familiar to every enterprise:
- Trust issues: 61% say agencies trust legacy systems more than modern systems
- Cost barriers: 64% say it costs too much to modernize; 55% say it costs too much to transition out
- Leadership resistance: 57% say senior leadership is resistant to modernizing legacy systems
What to take from this (even in private sector logistics)
Whether you’re a government agency or a logistics company, the modernization path is the same:
- Stabilize the foundation (identity, endpoint posture, network resilience, monitoring)
- Reduce legacy drag (document dependencies, shrink blast radius, plan phased cutovers)
- Modernize with security built in (not bolted on later)
- Measure outcomes (uptime, cycle time, exception rate, cost-to-serve)
Modernization isn’t a “project.” It’s an operating model—and the organizations that treat it that way will win.
